Quality Endorsement from a National Awarding Organisation

Quality Endorsement Licence (QEL)

What is it?
The Open College Network West Midlands Quality Endorsement Licence (QEL) provides a highly valued ‘quality mark’ and external endorsement of an organisations own internal training and development programmes.  The QEL has been designed to meet the needs of Employers and Providers offering internal and bespoke training courses that fall outside of the regulated qualification market.  It provides a highly flexible approach allowing freedom for you to develop courses that meet the needs of your customers or employees.
The QEL evaluates and recognises high quality Providers / Employers against the requirements of the Standards and Guiding Principles, enabling you to demonstrate to your customers or employees your commitment to the quality of your courses, which recognise achievement through externally endorsed certificates from a national Awarding Organisation.
Benefits to your organisation
  • Your training programme will be reviewed by an external nationally recognised regulated body, thereby greatly enhancing its reputation
  • Your policies and procedures will be reviewed and refined so that they are robust, which will save you time, money and resources in the future
  • You will be able to use the Open College Network Quality Endorsement logo when marketing your training programmes to prospective employees,  learners or volunteers
  •  You will be eligible to attend Open College Network West Midlands CPD courses
How does it work?
QEL is available to organisations that want;
  • Recognition for their high quality internal training programmes
  • To transfer their current non-regulated provision from another Awarding Organisation’s Scheme
Open College Network West Midlands will review your organisation against the requirements of the Standards within the QEL, which comprises the following elements:
Standard 1 – Leadership and Management
Standard 2 – Quality of Resources
Standard 3 – Quality Assurance
Standard 4 – Learner Support
Standard 5 – Legislation
Standard 6 – Quality of Courses and Assessment
QEL providers
  • Operate with integrity
  • Maintain high standards of delivery
  • Continually monitor and improve their practice
  • Work in partnership with Open College Network West Midlands
Through this scheme, we support organisations by recognising good practice of the existing internal training and skills programmes being provided.  For example, a bespoke Induction Programme, specific short courses or longer ongoing training programmes that do not lead to  nationally recognised accreditation or qualifications.   Whether you are setting up new training programmes or have well established programmes our QEL provides an excellent standard to ensure you have robust policies and quality systems in place.
