ESFA Funding Update

During February 2020 the Education and Skills Funding Agency (ESFA)  released proposals to remove public funding for learners over the age of 16 from qualifications with low or no take up. The specific intention of this review is to withdraw funding approval for such qualifications from:
  • 16-19 study programmes
  • ESFA funded adult education budget including legal entitlements and local flexibility
  • Advanced Learner Loans
  • European Social Fund
A list of the Open College Network West Midlands qualifications in scope for this review can be downloaded from the 'Downloads' section of this page.
If funding is withdrawn for these qualifications, it means that ESFA will not fund any students starting on these qualifications from 1st August 2021.  Please note, however, that they will continue to fund students who have already started on qualifications on this list before 1st August 2021.
  • Please be reassured that our qualifications in scope for this review will remain on the Ofqual register and will continue to be available to learners through to 31 July 2021, even if the ESFA withdraw funding for these qualifications for learners over the age of 16.
  • We are currently reviewing the list of our qualifications potentially affected.  Where qualifications on the ESFA list are being used by providers, we will be making a strong case to the ESFA to retain funding for these qualifications. 
As part of this process we will be contacting all centres currently listed on our system as using these qualifications over the coming weeks to explore appropriate options and to establish the following information:
  1. Which qualification(s) you are using or intend to use
  2. Which funding stream you use
  3. Anticipated learner numbers over the next 2 years
  4. Impact of removing funding from this qualification on your centre
  5. A rationale for the use of the qualification(s)
Thank you in anticipation for your co-operation with this process as all evidence has to be submitted to ESFA by 27th March 2020.
